Blue Enamel Figural Native American Dancing (?) Man Pendant

At first glance, this piece looks like a man with a stippled mask or cap with yellow and white eyes peeking out, wearing a blue top and low thong-like belt. This figural has long arms and “hoofed” feet, and is entirely enameled in blue, wine, white and yellow. The back is also enameled in white. I'm not sure if it is silver or copper or both. It measures 2 ¾" long x 1 1/8” wide and is in excellent condition.
