Pickard, Austria Handled Gold Dish

This looks like an Austrian blank that was painted for Pickard. Not sure about the L. House signature on the bottom. It is a beautiful piece with gold all over it. The top of the dish has a floral garland band, then a narrow plain ring, and the rest is stippled. The outside and handles are plain gold. There is no wear, and the piece is in excellent condition. The green mark on the bottom says O & E. G, four fern branches and Royal Austria.
